RSR: Mexico’s lead battery recycling plans are too lax

Mexico’s plans on secondary lead smelting regulations are too weak to cope with the high amount of used car batteries in Mexican factories, according to US lead-acid battery recycler RSR.

The proposal wants to set limits for lead emissions from the exhaust stacks of secondary smelters. According to RSR, almost one billion pounds of spent lead acid batteries are exported to Mexican recyclers each year.

Michigan-based Energy Power Systems (EPS) is to begin production of ‘quasi-bipolar’ lead-acid battery packs in the third quarter of 2015, BEST understands.

EPS is developing a ‘quasi-bipolar’ 12V lead-acid battery pack with multiple-stacked, thin plates designed for use in micro- and mild-hybrid cars. EPS will build a 100,000 square feet facility in Auburn Hills, Michigan, a spokesman for EPS told BEST, adding the battery would “reinvent” lead-acid batteries.

Exide Technologies has appointed two senior executives to boost efforts to upgrade its under-fire recycling facility in Vernon, California.

Thomas Strang has been hired as Vice President Environment Health & Safety and Charles Giesige is the new Vice President of Recycling Operations of the lead-acid battery manufacturer and recycler.

Ford and Samsung SDI have unveiled a "near term production" dual 12V lithium-ion/lead-acid battery system and research on a 12V lithium-ion battery to dispense of the lead-acid SLI.

The dual-battery system combines a lithium-ion battery with a 12V lead-acid battery for non-hybrid vehicles with start-stop engines. The new system should enable regenerative braking and fuel savings.

Registration for this autumn’s 14th European Lead Battery Conference (ELBC) is now open.


The 14th ELBC will be hosted in the Scottish capital of Edinburgh on 9-12 September. The conference will update the latest developments and technical advances in lead-acid batteries for automotive and stationary applications, as well as new data on the use of higher levels of carbon in the negative active mass to boost performance.

In the wake of a failure to meet new emissions standards, lead-acid battery firm Exide Technologies has announced temporary layoffs for almost all workers at its battery recycling facility in Vernon, California, US.


The plant, which recycles around 25,000 batteries per day, was shut down in mid-March when the South Coast Air Quality Management District (SCAQMD) denied Exide extra time to comply with new emissions rules. Exide said it could not design, engineer, permit, install and test new equipment needed to meet the rules in time for the 10 April deadline.  


The Los Angeles Superior Court also denied the company’s request to continue operations until it could take the rules’ legality to trial.


"Because our Vernon facility is not currently operating and not able to meet the new operational standard, we had no choice but to make this very difficult decision to temporarily lay off most of our workers," said CEO Robert Caruso in a statement.


The company says it has been installing stricter emissions controls since the shutdown.  “We have an approved plan in place, focused on upgrades that will further reduce emissions, as well as enhance the health and safety of our employees and the community," said Bruce Cole, president of recycling and R&D. The firm plans to install extra scrubbers, which will cost around $11m.  Since 2010 Exide has invested over $20m in environmental upgrades to the facility, it said.


Nevertheless the plant has been in trouble since 2007 over its emissions, with repeated citations for both arsenic and lead.  


In 2013 Exide entered bankruptcy proceedings and is currently restructuring, according to its website.
